RJMEC PRESENTS THE 4TH QUARTERLY REPORT TO THE RTNLA, URGED THE PARTIES TO ENGAGE IN A CONSTRUCTIVE DIALOGUE

This follows the recent reconvening of the RTNLA after a long recess, during which period, RJMEC had submitted three different reports to the TNLA but without the opportunity to give detailed briefing pursuant to Article 7.9 of the R-ARCSS.
While presenting the report to the TNLA, RJMEC Interim Chairperson Amb. Maj. Gen. (rtd) George Aggrey Owinow said: “Permit me from the onset to state on record that, the RJMEC last briefed this august House was on the 19th November 2024 in which we presented our 3rd quarterly report of the year 2024, covering the period 1st July to 30th September 2024.”
RJMEC has since released three (03) other quarterly reports on the status of the implementation of the Revitalised Peace Agreement covering the periods 1st October – 31stDecember 2024; 1st January – 31st March 2025, and 1st April – 30th June 2025. The TNLA is expected to invite RJMEC to present the two subsequent quarterly reports of 2025, in sequence, for their record purposes.
In his first address to the TNLA since his appointment in March 2025, Amb. Owinow said: “the current context of implementation of the R-ARCSS has significantly changed, as evident in our two most recent quarterly reports and that a number of the tasks and issues identified therein, may either have progressed or already been overtaken by events.”
In his recommendation, Amb. Owinow reitarated, among others, that the Parties should engage in a constructive dialogue during this critical period with a view to creating an inclusive environment for the implementation of the pending tasks of the R-ARCSS.
RJMEC Quarterly reports are presented to the Transitional National Legislative Assembly pursuant to Article 7.9 Chapter 7 of the Revitilised Agreement on the Resolution of the Conflict in the Republic of South Sudan.
